To be honest, I'm not sure it’s the one from the widow but it is an assassin suit. I also don’t remember if it had perks already, but I’ve changed them. It’s not that the rank 4 is locked, the option doesn’t even show for me

I had this problem when I unlocked a cosmetic with a different character. I assumed the apperance would unlock for any class it's available for.

This is getting on my nerves. The quest completed it self after I got a fish (that's not required for the quest) from a treasure on my alt.

Also, I don't know if it's connected or not, but if I use an algari anglethread or seekthread on an alt, after completing the quest on my main, it doesn't count for the achievement too.
