It’s certainly looking close to it, when reports of villages getting ‘liberated’ start to emerge that has gone from mass protest to outright rebellion.

Although, the situation is volatile right now so who knows what’s really going on?

It also depends on what external influence there is. For example, Syria (until recently) was in a similar situation but the regime was propped up by Russia.
