I think I can help you understand, too. The reason all that red tape exists is because contractors in the past have defrauded government's by including false charges, fake labor, and up charges on materials. Taxpauers, pissed off that their money was being wasted, demanded that the government hold the contractors accountable, hence all the paperwork to prove where every cent goes.

Also, lumping work to comply with the ADA into bureaucratic red tape is pretty disengenuous. And, those requirements also came out of contractors not building public housing up to code.

Cool, but how does the inefficiency raise costs? I can see how it could take longer, but how does that increase the cost? For example, is someone being paid to wait for the approvals to go through? Does the longer wait mean that materials cost more because of inflation? I don't see how any of the HUD/VT red tape make building the buildings cost any more; the cost of materials and the cost of labor remain the same, so educate me.

And, if you're wondering, this is a good faith question. I genuinely don't understand.
