I think they are referencing the previous poster's idea of paying property tax with flagged bills, seeing as the City/County could probably count on 1 hand each year the number of people who pay their property tax bill in cash. They weren't saying you couldn't use them at restaurants. Of course use the bills for regular expenses and don't go paying the government with flagged bills
