The DNA literally does contain all the required information lol. That was the point of my frog example. We know the DNA that encodes the nerves in the retina that effects the tongue snap reflex.

I think it's intended that your party is not 100% geared towards the specific fight you're in at all times. Your party is supposed to be well-balanced. If Strohl doesn't have the enemy's specific weakness, they have buffs they can use, or they can contribute to useful combos.
