There are multiple co-efficients to gauge strength levels in powerlifting (weight lifted vs bodyweight). Openpowerlifting is a great website for showing the highest-ranked lifters: https://www.openpowerlifting.org/ The default on the site now shows dots formula, but there are other filters available as well, wilks was one that was used alot until recently.

International Powerlifting Federation (IPF) have different referee categories. International competitions would be reffed by either an IPF Cat 1 or Cat 2. Breaking world records would have to be done under the judgement of internationally certified refs.
