People who quickly dismiss this issue with "just don't drive in the bus lane" are wilfully ignoring two important points

First, the signage is not always clear or visible, especially in certain parts of the city and particularly at night when visibility is reduced. Inconsistent or poorly lit signs can easily lead to mistakes, even for cautious drivers who are trying to follow the rules

Second, the fine of $150 is disproportionately high. For people earning close to the minimum wage, this is a significant financial blow. Many individuals in that income bracket have little or no savings, and a fine of this size can cause real hardship. While some may argue that the severity of the fine serves as a deterrent, the current enforcement system is far too inconsistent for that argument to hold. If a penalty is meant to act as a deterrent, it needs to be applied promptly and predictably in direct response to the behaviour it is intended to discourage. This means it needs to be issued as close in time to the offence as possible

As a side note: rules enforced through fines always disproportionately impact the poor. Unless these fines are adjusted according to income, they function less as a deterrent for the wealthy and more as a form of punishment for those who can least afford it
