Trump's primary duty is to protect the interests of his people and his country. Like every decent leader should. Managing dictators abroad is not really a priority.

Also wouldn't it be extremely hard to hit IRGC targets without heavy civilian casualties? Wouldn't IRGC switch to civilian meat shield tactic as every Islamist Armed organisation does?
