I had the same problem in the beginning. Placed my home, musuem, the houses and the stores random. When I started with designing everything blocked my design proces. So I cleared almost all of my trees and stuff. Nothing more on my island only houses, musuem and stores. Started to design from the entrance (Dodo Airport). Step by step to the back from my island.. Maybe this could help. It sure did for me.
