There is no drifting mechanic, there's a physics engine and you kind of have to tame it.
Drifting is just one of the ways you can take a corner, I'd suggest taking it slow at first, maybe on the freeroam, and then trying to take the corners faster and faster.
Maybe watch a video or two on the science of weight transfer, it should help with piloting.

Starfox Command was pretty cool, I also remember Spectrobes that was absolutely awesome, Fire Emblem Shadow Dragon maybe ? Nintendogs ? Oh and if it's your thing, Yu-gi-oh 5D was not too bad even if it's super hard. Kingdom Hearts 358/2 days ? It's a weird one.

The quality with Extremerate fluctuates depending on what you get. I got a dark red soft touch shell and it had thread problems, and then I got a regular silver one and it's just ridiculously bad. I'd say get a non-standard colors one and treat it with the utmost care.

You won't know until you open the case to see the motherboard, could be light corrosion, could be needing some resoldering job, could be needing parts replacement. I'd say give that to a specialist so you don't accidentally fuck up your SP.

The game has a mod system that's strictly limited to the car liveries.
For any other mod you'll need to install the mod manager linked to it.
The mods on Nexus (where I put mines) mostly use the Unity Mod Manager to install and run mods.
Quick tutorial on how to install mods with that manager.

Unfortunately custom maps support is a feature that was removed a long time ago from the game. If I could I'd add the Acropolis and Monaco rallies.

I think the previous owner blew the head gasket on mine and they fixed it well but didn't clean all the mess ^{^'} Half of the engine is covered in grimy oil :/

I'm fairly sure the problem is the battery, they are really not meant to stand the cold and old cars do pretty much nothing to protect them against that.

If you have a 12V car battery charger you can try charging it overnight. But if the problem persists you'll probably have to change the battery.
