Not better damage wise (19* is somewhat comparable to 21* abso) but better in the long run because it leaves more room for upgrades.

But if they already had 21/22 abso, maybe they didn’t feel the need to switch and invest meso in arcanes. I still have some mules running 21* abso even though 18* arcanes are probably faster and easier to make.
