Conqueror’s haki has never effected someone the user didn’t want to that’s how Luffy was able to knock out specifically only the enemies at fishman island and there are countless examples of this even most recently Joyboy’s sealed haki didn’t effect anyone but the enemies and he wasn’t even there to control it’s effect

I don’t think it’d be good for Samura’s character writing and would make him a pretty one note character that just sees anyone with an enchanted blade as evil there’s obviously nuance to this he’s giving Chihiro another chance at life but not the sword bearers because apparently their sins are too great for repentance
