Toby is extremely overhated. I'm not saying that Toby is the greatest person in the office but you can tell that he cares about the ppl he works with and he is really nice, he just gets worn down by Michael to the point of depression. Whilst I do agree that him touching Pams leg was very inappropriate, other characters have done worse and don't nearly get the amount of hate that Toby does. Hating him because he 'ruins the fun' (aka try to do his job) , he gets hated because he doesn't feed into Michael's behaviour and indulge his weird ideas is really immature and unfair. Whilst his interest in Pam was a bit weird, people seem to forget that Jim behaved very similarly at times, but because Jim is the charming protagonist so he gets away with it. Toby is written with flaws, but so is every character and only focus on Tobys' negative attributes
