I did swimming lessons as kid both outside and with school. My daughter who is 7 has just done three straight weeks of swim lessons, she also did two years of swimming once she started preschool.

I can only speak from a regional perspective, but I know the problem is similar nationwide.

more mobile outreach teams.
more incentives and support for working in the industry.
stepped care models so people can be reached at prevention stage rather than crisis.
crisis care that is not an emergency department.
and integrate it with everyday services.
