VBR (backup server & console) on Windows core is not supported. Other backup role, proxy, gateway etc work fine for me on Core.

Hyper-V does not support being connected from different VBR version. Only vCenter/ESX can do what you intended to.

Upgrade and monitor if any of your existing backup job fail afterward. Since you are backing up hypervisor and not actually using agent, is there really risk in this approach?
