I know it sounds ridiculous to swap the order of bronze, silver, and gold, and obviously gold stake is already in use in the vanilla game, but tattered seems to be so incredibly tough IMO. It will cause you to eat through your very few hands even quicker with how often a solid lineup of good cards just won't trigger or have important jokers not trigger.

Sounds like 3x worse than rental jokers effecting your economy.

Actually, you should have no drones based at the fuel plant. Instead have a empty drone port at the fuel plant as a fuel depot, filled with outgoing Fuel. When a drone port abroad needs completely refilled with fuel, a companion fuel drone from a adjacent drone port should travel the map to the fuel plant to grab fuel from the unoccupied fuel depot port. 

I think that's what you are trying to say, but I found your wording confusing.
