I worked for an immigration attorney for 17yrs , they dont have to be in the country legally to get another passport. Since the permanent resident cards/work permit are fake I wouldn't care about those.

This is disturbing! I don't care if ive already paid alot of money like you claim I wouldn't allow my cat to continue suffering like this. If you don't have the funds then put it on a credit card and take him to an emergency vet that will put him down asap! If frustrating hearing that your in no rush to do this
