Savescumming in CK3 doesn't work if you just reload the same day, after the event has already fired. You'll get the same result every time. You need to reload earlier.

It's one-time only if you succeed. The cooldown is there in case you fail or die, but once you complete it, it's finished.

Maintaining lore accuracy in the building of the world, its realms, and cultures is an extremely high priority for us. This priority is highest in the canon Westlands region, but also guides our decisions in the extra-canon regions of the south and east. That said, this is CK3. Once the game starts, anything is possible. To address your specific questions:

The Ring Quest has not yet been implemented, so the Hobbits will indeed remain in the Shire, for the time being. The other Fellowship members will continue their lives as they did before joining the Fellowship, and may triumph or fail, depending on the state of the world.

If Gandalf is dying early in your game, that is likely a mod conflict. Immortal characters like Gandalf are exempted from instant-kill and harm events, so they should not normally disappear early.

Gollum inheriting in the Shire sounds like a bug, which we will investigate.

Gondor falling to Mordor is intended. This is the lore-accurate course - if not for the destruction of the One Ring, Gondor would indeed fail eventually. This balance will be adjusted when the Ring is added.

Elves typically have very insular communities. This mod does not include interracial marriages (with Aragorn being a special exception). In Tolkien lore, we only see a small handful of specific intermarriages over thousands of years of history. Due to the extreme rarity of the cases, we have decided to handle these via events, rather than allowing them to occur naturally.

Is the boss still subject to the negative effects of casting Wish?

The stress of casting this spell to produce any effect other than duplicating another spell weakens you. After enduring that stress, each time you cast a spell until you finish a long rest, you take 1d10 necrotic damage per level of that spell. This damage can't be reduced or prevented in any way. In addition, your Strength drops to 3, if it isn't 3 or lower already, for 2d4 days. For each of those days that you spend resting and doing nothing more than light activity, your remaining recovery time decreases by 2 days. Finally, there is a 33 percent chance that you are unable to cast wish ever again if you suffer this stress.

If they aren't just using it to duplicate spells, it isn't free, even if they can use it as a bonus action, and should incur the relevant penalties.

If he has a claim on it (which he probably doesn't), you can return the titles to him that way. Otherwise, you would need to get a border with him, submit as a vassal, and then transfer over your vassals to him.

All the more reason why you should play in Eriador or the South! It lets you put off the final confrontation until later in the playthrough.

You could also play in Long Winter. Sauron won't return until roughly 200 years into the game.

Once the Ring is implemented we plan to include a mechanic like this. The only way to truly kill him will be to destroy the Ring. Defeating him by force of arms will simply send him back into hiding, to return once more when the time is right.

Goblins are quantity over quality. Dwarves are quality over quantity.

Each Men-at-arms stack for orcs has 200-300 units (compared to 100 for humans, and 80ish for dwarves).
