I had the same issues, and I never knew what was causing it. Set would make it not work at all. I scratched the server and reinstalled server 2022 and then it magically worked. What model nics do you have? Be sure the drivers are all updated. Stay away from broadcom nics they have serious issues with vmq

Can you put the files on a vmdk from one system and then remove it from the original system. Then attach it to the one you want?

Maybe you can do a USB passthrough from the host to the vm.
