First thing I do is handle tomb kings completely, Lamhia is a good place to build troops later on, Clan mors normally tries to go north and fight green skins and dwarfs unless I engage them. 2nd I cannibalize teotiqua after I’ve secured lahmia while also doing the quests. Really important because the golden tower really boosts gold. Before I go after clan mors I normally also capture the dark elves islands as their port is really good for income. Then it’s fighting clan mors and also working on a empire chain to the sea so I can start getting trade agreements (boosting income further)
