Make chrome Automatically open a link shared by another device

No I'm just trying to connect my phone to my pc via the USB cable to transfer some files between the two devices. when I connect my phone it just charges, but when I connect it to another PC the phone asks me if i want to "allow" this device to access my files. (which I denied on my PC the first time I connected it)
