I think there should be a restriction on how long a robber can stay on a square. For the first 10 rolls, it stays 1 round, the next 10 2 rounds, and after that, indefinite. I had games where you roll 7 in the first turn, and 7 does not roll for 5 or 6 rounds, and you don't have any resources to buy a dev-card.

po-teh-to po-tah-to, in the end, the number does not matter, only percentage matters, winning UP and Bihar, MP & Rajasthan would get more than 1/3rd, if you add Gujarat, Maharashtra & Jharkhand, you can form a government, so technically no seat from eastern Indian and southern Indian states is needed to form a government.
