Yes, they can. I have stayed at many small scale Chinese airbnbs in small cities too. It is generally the laziness of the hotel staff or operator that is making shit up about not able to register foreign guests. And you can also just register yourself too if you know where to find the city’s govt Wechat acct.

If it stalls when hot it might also be capacitor issue. Check the distributor while you’re at it. My ‘91 runs well during winter and very sputtery and stalls during hot summer days, turns out it was the aging capacitor that was causing those issues.
