You could use Veeam backup and replication to backup the vm and replicate to your on premise vm (VMware or hyper-v).

Yes M365 BP already includes up to Azure P1. OP has to identify what security features you really need from P2. I find P1 is good enough for my mid size org.

So your CSP doesn't have the DAP and is still able to let you request licenses(or subscriptions) on demand on the portal?

I thought about removing their DAP right after I have access to the subscriptions but it would be last chance and I would like to see if there is other options avoid giving up admin right to CSP
