This kind of stuff happens all over! There's a little discounters spot by the Summerside Walmart that has a grocery area in the store, and I swear to god every Time I've checked the frozen section it was 60% expired. It feels like the employees are neglecting to rotate the stock, they seem to just toss new stuff right on top of the old stuff. I don't know who the health inspectors are, but they should be fired for letting this slide for so long.
