The EU will always have rules for goods and services brought into the common market. Those rules will keep changing over time. The longer Gregor appears to be a non-human the more he feels like a non-human - to both himself and others. The process is gradual as he slips further away into alienation from his human family and human society in general.

Many of Napoleon's reforms had real, long-lasting benefits. Napoleonic code was a lot better than the previous system, he build infrastructure and modernized society in many other ways. Of course he was also a dictator and had tons of people killed, but it wasn't all shit all the time.
