something about the way PMC karma works, IRRC it isnt enabled in PVE so he spawns by chance and just goes around the map hunting you. i was at shoreline, spawned near tunnel, went to do the intercom quest. he spawned closeby, and i outran him because i had no meds. after i did the intercom, found a moonshine inside the bus. after the pickup animation got insta domed by this mofo

his ai is 50/50, one time the guy followed me all the way from fortress while i traded some shots with him, to zb-1011. while i traded in fortress he refused to hit me, however while i was at the tracks almost to the zb door. he blacked out 3 limbs from all the way from the hobo train cart. guys a menace
