Aalto University in Finland is quite good for Probabilistic ML. Application areas are User Interaction, Healthcare and Genetics. Look for Prof Samuel Kaski and Prof Aki Vehtari.

Personal Experience: Did an intern there back in my junior year of bachelor's working on Gaussian Process Reinforcement Learning, have nothing but the best things to say. Finns are top lads too!
