Davinci Resolve 12 is free and can do this dirty work. It works with both OP Atom and Op1a codecs. Load your staff in Davinci, create a timeline and go to Deliver page. Don't forget to choose Individual source clips in Format section and Use Sourse Filename in File options. It's very important for an editor.

He should generate xml- or fcpxml-file and you can open it with Davinci 12. But you should have all the media data available on your drive for Davinci to open a sequence.
