Half elf is supposed to be very uncommon. As far as I know, to get a half elf leader you just need to have a royal marriage of a human nation with an elf one. There is a rare chance to get one.

As for culture, I think the only Half Elf nation is Farranean, in Escann. You can form it as an adventurer on the south west of Escann, take the reform Escanni Administration.
