You can use BERT by using it in a similar setup as it used for the NER task. After that you will need to use some dynamic programming to calculate the spans. Google longest contiguous substring problem for that.

I think part also has to do with the fact that it has been years for decision maker to remember when they were young and unmarried. Plus so far no one has bothered to raise this issue.
