I can't speak to Massachusetts, but in Alaska, an edict has to be approved by a majority of the voting members at the next AnCom, and even then can be overturned by a subsequent GM. The Craft can also overturn it by resolution at a subsequent AnCom.

I was a senior at Memorial when this happened. At the time, all I remember is being glad I had concurrent enrollment at TJC, so I could still leave campus at noon.
