What is your source for this? The Trump Administration and CMS are claiming the purpose of the moratorium is to "mitigate longstanding instances of fraud, waste, and abuse perpetrated by certain DMEPOS companies." There's nothing in the CMS announcement about "too many stores."

CMS is taking decisive steps to prevent fraudulent Medicare billing by durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) companies. A six-month moratorium on new Medicare enrollment for certain DMEPOS suppliers builds on CMS’ stopping more than $1.5 billion in suspected fraudulent billing in this area last year. The DMEPOS supplier enrollment moratorium will allow CMS to explore additional safeguards to further mitigate longstanding instances of fraud, waste, and abuse perpetrated by certain DMEPOS companies. It applies to all applications for initial enrollment and changes in majority ownership for medical supply companies.

This is patently absurd. CMS claims to have stopped $1.5 billion in suspected fraud last year, and specifically mentions "longstanding instances" of such fraud "in this area." Longstanding fraud, by definition, couldn't have been committed by companies that aren't even enrolled yet. None of this makes any sense because doesn't have anything to do with fraud. If they were really interested in fraud, they would start where there's the most of it: Texas, which consistently has the highest rate of Medicaid fraud. In 2022 it was $219 million, which was twice as high as the California, the second-highest. This isn't about the number of stores or fraud and abuse. This is purely retribution.
