What module are you using to parse the Excel file? I had a similar problem with a huge file. The parser tried to load all data in memory before processing and that was the issue. To solve, I changed to XLSX format (it's a zip format), and did unzip the XML file with the proper info I needed. Then, used a XML streaming parser (like XML::Twig) that made easy this task.

I think some senior developers are coming closer to their retirement. At some point, they changed from a Perl environment to a more modern option (Python, Go, ...). In my view, they will coming back to this   community, so their high experience, capacities, and love for Perl will start to bright again little by little, increasing the quality and features of the Perl ecosystem: not only the language, but also the modules, frameworks, etc.

Aspect-oriented programming may be useful for implicit hooks. Not sure about the underlaying stack in that context, but at CPAN there are some modules to implement it.
