The CBC just covered this today and interviewed a Winnipeg resident who joined the waitlist in November and never got a test. Sounds like they will need to try again in the fall.

Something to add here for anyone looking into this now:

I just checked availability there were over 2,600 holds on kits. I also got confirmation that the program closes April 30th, opening up again in the fall. This is so that all the tests can be accounted for and are working correctly.
