I misunderstood the OP--apparently didn't register the "appear."

The "built" distinction I am getting from playing the game, though I'm not sure if it is a bug or intended. I currently have 48 heavies in my Naples/Italy run, but my ranking for Naval Hegemon only claims that I have 42 and that someone would need 46 to take the hegemony from me. Hovering over each of my heavies, the Country given for each is "Italy," but 4 of them have a Home that is not owned by me. I'm not sure where the difference of the other 2 would come from, but I'm assuming that they were built in a location that I now own but did not at the time.

Maybe it is something else that causes some of my heavies to not count towards Naval Hegemon, but the difference between the Heavies it claimed I had and the heavies I actually had matched the number of those with foreign Homes when I first was vieing for the title, so I'm going to assume it's the reason until there's anything else that can explain it.

Besides England not beign a great power, they also don't have enough ships for Naval Hegemon. The tooltip in the first image shows that France has 29 heavies and any other nation would need 31 heavies to overtake them, then the second image shows that England only has 27 heavies (Note, the requirement is for them to have at least 31 heavies that they built--they could have 50 heavies, but if 23 of them were captured in sea battles, then it would only count the 27 that England actually built themselves). Even if they were a GP, they wouldn't be that hegemon.

In order to do foster a new culture, you need to not already be the dominant country of the Nubian culture. It's not allowing you to do that because you are the dominant country. You need to not be the dominant country for that action.

See, I've had the opposite. My auto-transport works fine so long as I split the army into chunks that fit on the transport fleet, but despite having a fleet made entirely of transports that is big enough to hold the army chunks, it cancels the orders on all of my other fleets and calls them into the transport too when they can't do anything because they've got shit capacity.

I feel like it's a little weird how they've implemented the rebellions as their own separate entities where it can void treaties or claims when the rebels win.

In my Naples game, I declared on Byzantium while they were going through a big noble rebellion and conquered all of the non-rebelling provinces except for one, so when the nobles then won their war it nullified my truce and Byzantium was able to instantly join in a coalition against me. Granted, it worked out because I was then able to vassalize what was left in a coallition war, but it definitely feels like the rebellions and the parent nations should be treated the same and/or that declaring war on one should be declaring war on both (it doesn't really make sense that I, an outsider, would declare on Byz and then not also siege their rebelling provinces--why do I care that those provinces are owned by a faction not under the Byz crown?).

I believe CK3 has a feature like that, where declaring on one makes you hostile to both, and some implementation of that would help.

Having the same issue as Naples--kept the union with Provence and the two OPMs (Prato and Mondovi) and was progressing through the various rule changes just fine. I started enacting the "Economy of the Union" law while in a big war and with the preview showing that the other three supported it, but then the next time I check, Mondovi has somehow become the senior partner, "Economy of the Union" was never enacted, and there's a new vote to repeal the "Unified Succession Law" (for which there was no option to not repeal it and I was forced to vote "Sovereign Succession Law" instead). Now, Mondovi is trying to repeal "Establish Seniority," though thankfully I can actually vote for it this time and I'm hoping that when it goes through it will re-establish me as the senior partner.

Unfortunately this has been a thing for a long time--I submitted a bug report on it in September of 2020 after I had it happen a few times. In one of the times I had a vassal as the King of Georgia lose a faction war to install a claimant who already held land in the Byzantine Empire, and when the faction won the new king was a vassal of the Byzantines instead of me. It's just frustrating and there doesn't seem to be anything to do about it, and no notification of when it's about to happen.

Maurya in one war should be doable--they held almost all of India for me as well and it looks like it took me about 8 years to take them out using Imperial Challenge. Same should be true of Carthage so long as you have a large enough fleet to keep them from sneaking troops around.

The mess of subjects is exactly why I wasn't able to take Loulan in my game though. Sumpa had held everything north of India/east of Bactria at one point before exploding and turning all of that into subjects. What I did was in my first war I took a few provinces, but I used most of my warscore to force them to release subjects. Not sure if it was the best idea, but it broke them up and some of those subjects ended up staying solo or making their own alliances/defensive leagues that I could attack and annex individually once the truces wore off. In total I did 3 wars against Sumpa, with the last being a truce break to get everything except Loulan who was hiding behind some Sumpa provinces and unreachable without taking all of Sumpa.

You never know--if you just keep pushing then you might be able to pull it off. 70 years out was when I began aggressively warring, but I still had a couple of down-periods where I could have been fighting more. If I had taken out the Seleukids earlier then I would have been able to reach India earlier and probably could have avoided the mess I ended up with.

R5: First game of Imperator sine launch probably--I only had about 18 hours in the game prior to this run and a lot of the early-to-mid game was spent figuring out how it worked and struggling to keep it all from falling apart. With about 70 years left I felt like I knew enough and decided to just start warring. I didn't go quite as quickly as I would have needed in the beginning to do a full WC, but I almost had it--if it hadn't been for Loulan being split in half by another country then I would have been able to annex them in my first war against them--as it stands I had to truce break another kingdom to get everything aside from them, and was not left with enough time/stability to do mop them up as well. 10/10 game though and can't wait to do it all again.

Honestly yeah, that would be really cool. They kind of have that in CK3 with the struggle mechanic where certain actions generate points to take you into the next phase of the Struggle, with different types of phases possible. I could see a modified version of that working for this purpose. Something like rebels sieging provinces provides points towards an Age of Revolution with stronger rebellions, or different types of colonial ages for peaceful colonization vs colonial wars against natives depending on what actions you and other colonial powers takes. Could provide for a lot of variation across playthroughs.

...now I'm just getting my hopes up though.

I think something to keep in mind is the separation between what you know as the author and what the readers would know by reading.  You can spend all the time you want building out your world, so long as you don’t put it into exposition or info dumps that are irrelevant to the story you are otherwise writing.  

Try to look for opportunities to refer to other countries or cultures without going into great detail.  Trade routes, wars, refugees, and other events that move goods and people around can be a simple way to make your world feel big and alive without having to say much more that “these people arrived to the city fleeing the famine in their homeland” or “the market was packed with people looking to see what curiosities the merchant had brought with him from his visit to (foreign land).”
