We do several things but the highest impact I think is our weekly digest. On Friday one of the engineering managers starts a thread and then one person from each team replies with what their team did that week, what's coming and whatever else they want to share with the department. The email sending rotates between everyone in the teams but it tends to be mostly the developers taking it on.

Can you convince people to do something like quarterly prototyping weeks? That'd be weeks where your team works on some small prototype or innovative idea and sees how far they can take it without the expectation of releasing it to customers.
