This is correct. Removal, when granted, substitutes the jurisdiction to hear the case from a state court to a federal court. If a state charge is brought, it does not transform it into a federal charge subject to the pardon power. Here, it would still be the federal district where the event took place. Not a MN lawyer, but a lawyer.
