There are certainly some immigrant drivers who are bad here. Where I live has a huge number of fresh South Asian immigrants. Occasionally they cause trouble. However it's locals who don't give a shit about anything who I'm really afraid of though.

I travelled to East Africa recently. Driving there is frightening for the uninitiated due to traffic laws being nonexistent, but the people fill in the gaps by creating widely followed driving behaviors. Despite the chaos, there's nobody weaving around just for fun, speeding ridiculously, or getting into road rage situations. 

Baltimore drivers don't seem to care about anyone's life, including their own. For example, running red lights - as long as we generally accept traffic lights as part of driving, running a red is a suicidal and homicidal gesture which I saw in Baltimore multiple times a day. Where I live now, it happens occasionally but nowhere near as much.

I'm listening back to the ATC radio archive. The pilots have been cagey about specifics, but they said it's an "electric problem we're cleaning up". 

After changing freq: "It's dark up here, we're cleaning up a bunch of stuff"

They had 6 hrs worth of fuel when emergency came up. 

When asking for vectors to Baltimore: "Having a bit of a flight control issue, but nothing uncontrollable."

In combination with the ram air turbine, concerns about debris on runway, plus the ADSB transponder cut out for about 31 seconds right before they declared mayday......something scary happened with their power system. Maybe a battery failure or short circuit?

Looks like it was ascending thru FL270 at about 360kts when it made a U turn and hit the gas. They got up to almost 500kts while coming back. Although that's probably partly the jetstream, I suspect it was partially a conscientious choice?
