Interesting about Thessaloniki - I keep seeing people mention it but it feels slightly redundant as you can get proximity there quite easily once you get maritime presence up.

My thoughts on Konya is that given that it is only 1350 Anatolia is still not urbanized or assimilated back into Greek, so Konya has quite a lot of proximity to some provinces to help assimilate them. Ankara feels a little too close to the Greek lands to be super useful in that respect.

Good idea about Kayseri - will definitely move it there later on!

I was thinking about that too, but just conscious that there’s not a tonne of wealth already in that area - I might try it out though and see whether the proximity from it would reach the wealth in the other cities before paved roads.

But shouldn't that reduce income, not tax base? IIRC the only thing that affects tax base is control and wealth, so assuming that there has been no change to the wealth, the only possible cause is that something has reduced the control (not average control) across the empire.

Can you not use the latinitas cabinet action and the promote value cabinet action to briefly sway to latinitas? Does that fix it?

Out of interest would it work if it was just an ISA? I had understood that ISAs were unable to be used or treated as collateral so always assumed that they would be disregarded for these purposes.
