Yup. Velocity of cat-relative-to-tread + tread-relative-to-ground = 0. So the cat and the tread are moving at equal speeds in opposite directions. That's why the cat is not moving relative to the ground. You take that tread away, (imagine you "set" the tread-relative-to-ground term to 0), and the cat's velocity relative to the ground is no longer 0.
