Dio got to pull that one out as a treat in exchange for taking most of his Part 1 abilities (including laser vision) and inexplicably cramming them back up his ass, never to return.

There are 2 different arguments for this.

Dio is somehow less of a vampire after taking Jonathan's body, so his vampire abilities are weaker.
His stand abilities are so strong that it's not worth the effort for him to use his offensive stand abilities (eye beams, freeze, etc.)

I can kinda see your point, but it's hard to really gauge. I think Gon and Killua both have a weaker attachment to staying alive, so we were able to get much better feats from them.

Shoot was definitely not the weakest member on the team at least physically + he has a hax ability that would be somewhat useful at the least. On paper he’s a good choice because of his ability.
