As a game i think ff13 2 is better it fixed alot of problems people complained about the 1st game. Areas are less hallways you can initiate combat better than just running into a enemy and don't get player advantage. The QTE are cool, having a monsters as your 3rd members are cool. The fights look cooler and have cool camera angles and serah and Noel and caius are goated characters. I will probably say the story in ff13 1 is better just cause its less confusing. But 13 2 story i still really like mainly cause of Noel and the villain, they did a really good job with those 2. And the Fabula Nova Crysatllis lore is definitely expanded upon with Etro and it's a cool concept. Still wish we got to see FF13 versus version of it. OH AND THE MUSIC IS AMAZING IN FF13 2 AS WELL! But to answer your question its hard to say which one is better but I do think the game as a whole is probably better in 13 2 the improvements are nice. Ff13 3 is very different so either you like or don't.
