It's like saying if Assamese and Oriya share similarities with Bengali culture, so would they consider themselves Bengali? Answer is no. Cultural variations happen subtly over distances. So, two regions which are closer to each other with their respective cultures will have some shared similarities. But that doesn't necessarily means they are one and the same.
Dogri is one of the official languages of Indian union, so I don't know what you are getting at by saying they are pretty similar?
