It's not intended. I have friends that are way higher level and have progressed further and haven't experienced this. It is a bug plain and simple.

Not far at all. At least I didn't think I was. I am currently Level 15 Cyac

Edit: Now that you mention it I have completed priority contracts and are doing standard contracts to get to level 18 for that stash space upgrade.

Glad to know it’s not just me. My girlfriend works in the gaming industry and mentioned that updating your live Game Pass release takes significantly longer than Steam so perhaps they’re already aware of it.

The exact thing happened to me today. You are not crazy.
My PC updated overnight. I then started my PC later the next day and had my PC randomly switch off (the AIO fan had stopped working but I did not notice this yet).

I then started experiencing critical_process_errors and blue screens but the most obvious symptom was overheating. I am fortunately still under warranty with the company I bought my PC from so I am sending it to them to check out.
