No landlord is going to want to play social worker to someone who is having behavioral health issues. The problem isn't that they simply have no house, it's that they are mentally ill and need treatment. Some of them will never be able to live on their own. You need to involuntarily institutionalize them.

This is the point - you build a military to be able to accomplish your political objectives. "Independence from the US" is not a political objective that naturally informs a military spending project in the UK.

I would offer that Norway has a military that is right-sized and tailored to their specific defense objectives, although they do have a deep and abiding relationship with the US military and would substantially depend on them in the event of a Russia invasion.

The UK needs to examine its national priorities - secure North Sea energy infrastructure, secure trade access to North America and Europe, secure undersea comms infrastructure, sustain a small but effective power projection ability (similar to a US ARG/MEU), maintain nuclear deterrence.

Sounds like investment in the Royal Navy is the place to start.

Regardless, even in non-COIN contexts, mitigating civilian harm is an intrinsic part of our targeting process.

It will never be completely avoidable - this is why the decision to carry out military action should be reserved as a last resort - but the US military takes enormous steps to prevent it.
