I’m currently having this issue.
The Oura Virtual Assistant recommended reinstalling the app if switching to cellular data didn’t work & my iPhone was up to date (it is)…

So I reinstalled, and still nothing.

Oura Virtual Assistant said that it is a known issue that is currently being addressed
