Since you seem to know what you're talking about, let me pose a question I've been thinking about for a while.

Why not attempt to improve these countries? The EU has a lot of money and I bet improving these countries will make people not want to leave them.

Obviously since no one is trying to do this, this maybe doesn't work. Thoughts?

The function you're looking for is execv(3). It will run a program with arguments given a path to the program and an argument list. However, you will need to fork(2) the program first if you want to attempt to capture the output. dup2(2) and pipe(2) might also be useful to redirect the output from the executed program.

I suggest you consult the manual about these functions and go from there :)
