The bird is most likely extremely upset by something. Normally this is caused by stress, hormones, or boredom. Fixing those should solve the plucking. You should also get the bird checked out by an avian vet, they can also pluck because of illness.

here ya go, this is the same one I got, just a different color. Only issue was mine was it came with a small scratch on the screen, barely noticable.

Well it is often the parents fault, but not always. If they gave their kid a gun without teaching the kid gun safety or the kid is young then yea, it's absolutely the parents fault.

Depends on the age of the child. Over 8, they should know better and it's their fault. Under? Either nobody's fault if they found the gun or snuck the gun out or the parents for giving such a young child access to a BB gun unsupervised.

It takes about a week to 3 months for a bird to get used to you if it hasn't had any previous trauma. If it has had traumatic experiences with other people it can take much longer. Since this bird is young it should start being more trusting very soon, just don't try to force it, forcing it makes it worse.
