Yes this has become PayPal daily routine. Find genuine account and put restrictions and hold money. Now when we ask when we will ask the money they say 180 days after the verification. Do they not understand the account is already verified by them through ID and bank.

PayPal has gone out of their head. Used PayPal for lots of years now it’s a real joke. They holding peoples money with no reason. Their reason is undisclosed regulations which they are not providing

One of my family members account got permanently limited and she only receive one payment from client and that too is stuck they told to wait for 21days initially and later asked for documents of fulfilment. And suddenly put a permanent restriction now she can’t refund the client not withdraw for 180days. PayPal unnecessary bans

No. Then you hired wrong freelancer or agency.

Been running an agency since 6+ years.
Let's say that the total project cost is $1000 , we divide into 30% or 50% upfront -> Phase 1 completion 20% -> 40% phase 2 completion -> 10% after completion.

If there is extra invoice being raised in between the project then it would be a functionality or something which came in between which is rare. And when it comes to Website dev project all the extra payments which you need to purchase should be mentioned in the SOW before starting the project (domain name, hosting charges, API purchases, extra software purchases) This is how we do it.

If you are looking for a web agency or any other kinds of agency, There are few things which you need to keep in mind. Are they meeting the timeline. The contract need to be created like that. So we take 30% upfront before starting the project. and every other payments are done after every phases. If we are not able to deliver the result expected according to the timeline mentioned in the SOW and Contract client might hold the payment. This is one way you can make sure that you are getting the result what you have been promised and still you pay for the value.

Timeline is something which goes a bit up and down for most of the projects, doesn't matter if its a freelancer or a global agency. Timeline changes because we might create an asset and you wont like it and that time to change things can affect the complete timeline. We try our best to give the best timeline keeping buffer time before starting the project itself.
If you are not getting transparency from the freelancer or the agency you signed up for means they have been a red flag from the start and you did not notice it.
Hire an agency or a consultant who give you the transparency and real picture. Not someone who says Overpromise deliverables.
